事实和依据：
一：2016 年 7 月 12 日茶河镇党委政府利用职权以修涵洞桥为名虚报茶河镇皂角村大桥建设项目，侵吞侵占和骗取国有下拨资金 184.5 万元，此大桥早在 1996年系当地村民王元高早修建成功，并使用多年，根本没有政府修建此大桥的任何情况。2018年5月2日第四巡视组接到我的举报，将此纳入调查信访清单，并要求茶河镇调查回复，至今我没有接到到任何回复。

在以上事实清楚，实名举报，巡视组批示的情况下为何至今没有任何回复和处理结果？贪腐虚报180多万的干部却反而获得了高升从镇长变成了书记。难道在全国轰轰烈烈的“打老虎拍苍蝇”反腐运动到了达州市宣汉县就不灵了？
二：强行侵吞工程款144万元，并以各种理由拖欠公路工程款300多万元长达12年。
2017 年 12 月 1 日我在结算修建四川省宣汉县茶河镇皂长公路下拨工程款 706.3 万元时，茶河镇党委书记蔡锐和副书记周辉利用手中职权，不经过举报人的同意和认可就私自强制将我的公路建修款扣发给别人，我实际只领到233.34 万元。他们在扣发中私自强行侵吞了我的工程款144 万元，他们应及时返还给我，并受党纪国法追究

对下欠的300多万元也以多种理由搪塞，拒不支付。
第一次由宣汉县纪委责成茶河镇政府牵头，县审计局，交通局，乡政府，村干部联合认定的工程款1013万他们以没有签字为由要求重新进行工程造价审定而没有支付。于是又在时任茶河镇书记的彭书记牵头下，由茶河镇政府请四川省益友工程项目管理公司进行了第二次确认为936.8419万。但茶河镇党委书记蔡锐和副书记周辉却以要把另外二笔资金（挖坡扩宽及抗洪抢险资金）一起支付为由拖延至今没有支付一分钱。甚至连我老婆生病住院请求支付哪怕借上1万元都不肯。这就是人民的公仆人民的好干部？

第二次政府自己牵头的936.8419万元却以各种理由推脱一分没付
三：公然违法乱纪，茶河镇政府批示，村主任冒领走我硬化补助资金20万元。
2020年年关我天天找茶河镇书记蔡锐和副书记周辉给我一笔资金解决燃眉之急，他们却一直说没有资金下来，结果我无意中查到原来我的道路硬化补助资金20万被村主任张世宽领走了，资金去向不明。明明是我的专项补助资金，茶河镇党委书记蔡锐和副书记周辉为何要给村主任领走？按照《中华人民共和国刑法》第二百六十六条，冒领和骗取财政补贴属于诈骗罪。金额在三万元以上，五十万元以下属于数额巨大，应处以三年以上十年以下有期徒刑。为何他们胆敢值党纪国法于不顾敢做出如此违法事情，请宣汉县相关单位严查。

四：昆池派出所违规执法，群众维权反被调查。
在长达12年的时间里，我每次去乡镇府要求解决欠我的资金问题，都被昆池派出所以调查为由出警把我强行带到昆池派出所，然后在长达7–8个小时里水都不给喝一口，手机也强行关机。最后又没有什么结果不了了之，如此长达十多次。去上访，也被截访，回来又是重复一样的对待结果。我这种属于经济问题，又没有造成社会危害，昆池派出所凭那一条出警？还多达十多次？他们这种行为就是违规执法，是乱作为。特请求宣汉县公安局宣汉县监察局严肃处理。
五：泄私愤，大会辱骂群众。
由于我实名举报茶河镇党委书记蔡锐和副书记周辉贪污腐败问题，他们怀恨在心，多次在群众大会上对我日娘骂老子进行辱骂，这还是一个党员干部的工作作风吗？
不作为，多次对党委会议上的问题不执行。
2021年6月宣汉县公安局沈晓安排昆池派出所所长李洪波与茶河镇领导联系，在茶河镇召开了党委会，由茶河镇党委书记蔡锐主持，副镇长苻鹏记录，安办陈波视频录制及副书记镇长等参加。要求解决我四个问题：1.茶河镇政府拨付给我公司的资金明细表和资金走向。2.代扣代交的税务发票。3.政府直接支付我公司的欠款原始票据。4.余下的资金利息要退还给我公司。会议上茶河镇党委书记蔡锐和副书记周辉表态月底解决这四个问题，结果没有任何回音。再次找到他们，又表态2021年7月底处理完毕，结果还是不处理，我又去宣汉县找了沈县长，沈县长亲自处理了此事，茶河镇副书记周辉也参加了会议，又承诺2021年8月15日前处理完毕。结果又是毫无回音，我再次去找宣汉县政府和信访局局长，通过张文峰，李洪波给茶河镇政府联系，茶河镇党委书记蔡锐又承诺2021年8月24日上午10点正式处理，结果还是一句空口承诺，没有任何行动。这种行为就是典型的不作为，领导过问了立马做出承诺，过后又不管。这种不作为为何多年来没有得到应有的处罚？
在长达12年的时间里，我由一名受邀回乡创业的参战退伍老兵，合格的共产党员，由于坚持正义，硬是被他们折磨成从十几年前的几百万，到如今负债累累，身心疲惫，就连栖身的一间房屋都是租用的，不但身体严重受损，精神更是受到严重摧残。但我坚信党和政府会给我主持公道，一定会把蔡锐和周辉这样的腐败分子绳之以法。也翘首期盼达州市宣汉县县委县政府和相关单位能履行党的政策，让他们受到应有的处罚，给全国人民一个满意的答复。
