我是中国作家、记者原昌，【微信、QQ294681679】，中国作家【证书编号13438】，沈阳市文联芒种月刊社编审【证书编号0168910】、记者【证书编号009】电话号码：13940429142。 北京领导曾经对我的内参做过三次批示【见附件】，我并不是炫耀自己，而是为了让你们重视我的这封信。 山西省人民政府晋政发(2007)19号关于清理规范实心粘土砖企业的实施意见明确规定：长治市区域范围内的实心粘土砖企业，必须立即依法彻底取缔。 可是，长治市的某些领导却阳奉阴违，拒不执行山西省政府文件，破坏了耕地红线。 长治市的耕地本身就很稀缺，却有10000亩耕地被上百座“无证”粘土砖窑厂“侵占”。令人吃惊的是，如此大规模的占地，无一获得用地审批，相关部门的监管职责何在？ 据了解，遍布全市县区的一座座砖窑厂，像一只只“吃地”的“老虎”，日复一日地“吞噬”着这里的良田。 按规定，禁止占用耕地建窑，但现在当地竟有***座砖窑厂获得了采矿权许可证编号。考虑到用地审批手续“谁签字谁负责”的原则，土地管理部门的几位负责人无人敢签，结果当地***座砖窑厂的“临时用地”无一获得用地审批手续，全部涉嫌违法生产。长治市国土资源部门领导同志好像对此也“无可奈何”！ 地方政府不作为、乱作为，对于国家的政策截留、篡改，成为长治市政府有关领导的常态。 监管部门沦为“保护伞”，“一个砖窑厂要想‘和谐’生产，每年必须上缴约20万元的各项费用。”山西省长治县一砖窑负责人说。 到底有多少部门在收费呢？“像国税局、地税局、国土局等多个部门都来收过费，一般是限期多少天，到哪里交钱，否则，窑厂就得整改或停产，那样损失更大。”砖厂负责人说。 据了解，国土资源局是其中名副其实的“收费大户”。当问及这些砖窑厂均没有用地审批手续，涉嫌违法生产经营，为何国土部门还要收费，是否默认其合法性质，均不得而知。 利益链”亟须斩断。据调查发现，长治市已在2008年印发《关于清理规范实心粘土砖企业的实施意见》（长政发{2008}29号）的政府文件。关于落实《国务院办公厅关于进一步推进墙体材料革新和推广节能建筑的通知》（国办发{2005}33号）、《山西省人民政府关于清理规范实心粘土砖企业的实施意见》（晋政发{2007}19号）等文件，均是雷声大，雨点小，让很多新型材料经营者和众多老百姓不可理解匪夷所思！ 这种违法违规用地行为屡禁不止，其实就是利益作祟，政府部门只收费不监管，已经和砖窑厂形成了可怕的利益共同体。既然这么多部门收费，就是集体“默认”其生产的合法性，那么出现多个部门管不住一个无证砖窑厂的怪现象，也就不足为奇了。 现在红砖的生产主要原材料是：土、煤及煤矸石，其中土占百分之八十五；煤和煤矸石占百分之十五。通过了解，政府从今年开始已经禁止使用土烧砖了，长治市规划和自然资源局已不再办理砖厂使用土地的相关证照。那么，现在长治市各县、市、区的四五十家砖厂，烧砖使用的土是从哪里来的呢？他们为什么还在继续用土烧砖呢？ 长治市辖区内的40多家红砖厂，每年要烧400-600亩土地。土烧成砖，破坏生态，破坏环境，土地将永远不能恢复。 近两年在长治市环保局整顿监督下，砖厂上了些环保设备，但也只是应付环保检查而已，平时根本不加以使用，变成了一种摆设。总书记一再强调“生态兴、则文明兴，生态丧，则文明丧”生态环境保护是功在当代，利在千秋的事业。 长治辖区内有十几家大型火力发电厂，利用发电厂产生的煤灰生产免烧砖，是完全可以供应建筑使用的。郊区的马厂镇、潞城、襄垣、长子等地都有利用煤灰生产粉煤灰免烧砖厂，产量高、质量好。 为确保土地不遭破坏，大气不受污染，确保长治一片蓝天一片净土，望各位领导响应国家号召，还老百姓一个安逸舒适的生活环境。 希望长治市市委、市政府对此事重视起来，采取得力措施，立即彻底铲除黑砖窑！ 现在，你们必须先查一查这40多家黑砖窑的背景，怎么样才能彻底铲除？如何去铲除？由谁去铲除？ 我们希望尽快在长治市和山西省的报纸和电视上面看到相关报道！

我是从长治市屯留县农村参军后，从沈阳空军文化部转业来到沈阳芒种杂志社工作的，党和人民把我培养成作家，我吃着老百姓种的小米长大，就应该不忘为民写作的初心，牢记忠诚于党的使命，为现实主义创作，为人民说话！我在创作小说散文报告文学的同时，时时刻刻不忘站在党的立场上，替人民群众反映问题，为党分忧，先后得到中央领导的三次批示，维护了党和人民群众的利益，受到了人民群众的夸赞。四人帮倒台后，原来那些极左的思想政治工作方法不适用了，许多单位的思想政治工作出现了真空。我在作为沈阳空军政治部工作组下部队时，许多干部战士给我反映了25条存在问题，我感觉事态严重，就连夜列举事实，写了“加强新时期思想政治工作的建议”，邮寄给了解放军报编辑部，北京某领导立即在解放军报的内参上作了批示，当即让解放军三总部组成调查组飞到齐齐哈尔某导弹营进行了调查核实，工作组领导回来沈阳，在沈阳空军政治部秘书处找我谈话，表扬了我。随后，领导部门专门召开会议听取汇报，进行了研究讨论，做出了决议，人民日报、解放军报、红旗杂志据此发表了“加强新时期的思想政治工作”的社论，同时，全军部队也根据我的建议，提高了连队战士的伙食费标准。我在《中国铁路文艺》发表的中篇小说“义殇”，就是写这个事情的。2017年，家乡父老乡亲来电话反映，某些领导为了政绩，为了提高扶贫数字，到农民的院子里数公鸡母鸡，按照鸡生蛋蛋生鸡的方法计算收入等等，还把残疾人的低保户资格也取消了，我收集了一些情况后，就写了“应该纠正数字扶贫的错误！”的建议，没想到，北京领导很快就批示了，山西省委组织部和民政厅来电话，让我把证件复印通过电子邮件发过去，山西省委组织部和民政厅的同志直接下去调查了解，不但很快把那些低保户资格恢复了，还征求我有什么意见和要求，我提出了几个残疾人和生活困难者的姓名，他们也都被评上了低保户…… 2018年，我回去开同学会，发现家乡许多的养殖场、建筑、工厂等被拆除得七零八落，原来，是这里的领导**为了升官，别出心裁搞了个“五道五治”，违法拆除了300多亿元的建筑，他还实行单双号限行，统一规定不许烧煤取暖做饭，老百姓哭天喊地告状，没有用！我看见一个农民在泥水里打滚央求别拆除祖业房产，斥责领导选择性腐败拆除，就哭了……我搜索有关法律规定，在网上先后发表了15篇诗文几十万字，有理有据的揭露批评，他们前面查封，我后面又发表，点击量累计达500多万，人民群众评论赞扬的文字就有好几万。我的亲戚奉副领导之命劝我住笔，我没有听，他宣布从此没有我这个外甥。他们三次派人来沈阳诱捕我。某某省在某某市召开了现场会，决定推广**的“五道五治”经验，某某市在报纸上发社论，要用钉钉子的精神把“五道五治”进行到底。我心急如焚，把真实情况写信反映，北京领导立即批示，某某市委当即召开了专门会议做出了决议，上半年工作总结和下半年任务布置，一句“五道五治”的话也不提了，原来决定隆重召开的“五道五治”表彰大会也不开了，全省也不推广这个经验了，挽救了全省老百姓4000多亿元的财产损失，同时让许多农民获得了经济赔偿。老百姓八拨人先后来沈阳感谢我，鼓励支持我，还把我编到歌里传播，做歌颂我的视频，写散文诗歌夸我，评赞我是当代的包公、鲁迅，是最可爱的人，我去年12次被邀请回家乡，还去上海市、青海省、银川市、南宁市、沙家浜等地给农民出庭、起诉告状，为他们写材料和举报信。北京领导的小学同学代表民心给领导写了8页信，举荐我回去当市委书记，老百姓争相和我照相，我似乎成了明星……人民群众的需要，党的利益，都是我创作的动力。我先后在人民日报、民主与法制、知音杂志、报刊文摘等发表了“打工妹被烧以后”“走近地上棺”“我们的兄弟不是强奸犯”等文章，在春风、沈阳出版社出版了两本小说散文选集，加入了中国作家协会，收到了10面锦旗，中央电视台也打字幕介绍了我。我还讲了话。我决心永远不忘为民写作的初心，牢记忠诚于党的使命，在为老百姓排忧解难的同时，深入生活，收集创作素材，争取创作出文艺工作座谈会上提倡的“高峰”作品来。
